    In short

Beijing's international medical services pilot began in 2020 with eight institutions. Municipal reports describe 18 pilot institutions, including international departments of public hospitals and private providers. The figure 18 was already reported in 2025; it should not be presented as a new expansion first announced in October 2026. Pilot status is not a confirmed appointment, insurance authorisation or assurance that a specific treatment is available.

    What is the pilot programme?

Policy tools include pricing autonomy for international services, applications to import medicines urgently needed for clinical care, and support for foreign-patient access. These are institutional arrangements: imported medicines still require the applicable hospital-led approval process, and passport registration does not establish clinical suitability.

How to verify a participating institution

Check current information from the Beijing Municipal Health Commission and the institution itself. Confirm the campus and department, not just the hospital's name. The original pilot list, the expanded programme and the English 114 appointment-platform directory are different lists. Inclusion in one does not prove inclusion in another.

The cited reports describe the total of 18 but do not reproduce a complete current roster. This guide does not supply a speculative list. A provider should confirm its present participation and the service relevant to your case.

What do the reported numbers mean?

    • 18 pilot institutions: reported by Beijing in 2025 and again in October 2026; they include public-hospital international departments and private international providers.
    • 86 institutions connected with international commercial insurers: the October 2026 report refers to end-2025 data and gives 25.98% of eligible institutions. This is not a statement that every policy is accepted.
    • 41 hospitals on the English 114 appointment service: reported in October 2026. The earlier eight-provider platform pilot was a separate list.
    • Passport or residence-permit registration at the 18 pilot institutions: described in the October 2026 report; confirm the actual booking process and documents.
    • 52 institutions with international departments, 156 institutions with foreign-language service and 167 accepting foreign bank cards: these figures appear in Beijing's June 2025 report. They describe different services and overlapping groups, not additional pilot rosters.

    What should a patient confirm?

    1. Clinical fit. Ask the actual department to review the records and confirm which consultation is appropriate. A hospital's public status or grade is not enough.
    2. A written estimate. International-service prices may differ from ordinary outpatient prices. Confirm the same scope, exclusions and possible additional costs rather than assuming a fixed national price.
    3. Insurance. Obtain confirmation from both insurer and hospital for your policy, department and proposed services, including any pre-authorisation and patient payment.
    4. Appointments and language. Ask when booking opens and what is actually available. Confirm interpretation for the visit and consent discussions; do not commit to travel based on a general programme description.
    5. Records and follow-up. Agree which reports you can take home, their language and format, and who reviews them afterwards.

PriumCare can coordinate records, enquiries, appointments, interpretation and follow-up arrangements within the agreed scope. Clinical decisions remain with the treating team. Keep coordination fees separate from hospital charges. Hospital clinical fees are paid to the hospital; any Care Starter registration-fee collection must be separately stated under its terms.

    Frequently asked questions

Can foreign patients use Beijing's public hospitals?

Yes, but the relevant department must confirm registration, availability and suitability. The pilot includes international departments in public hospitals; it is not the only route to care and does not make every department an international service.

    Where should I verify participation?

Use municipal health-authority information and direct confirmation from the institution. Check the current campus and department; do not equate a booking-platform entry with pilot status.

Is there a complete list of all 18 in this guide?

No. The cited announcements report the total without a complete current roster. Request authoritative confirmation rather than treating an unofficial list as complete.

Do international patients pay the same prices as Chinese patients?

Do not assume so. The service setting and hospital's price schedule matter. Request a written estimate for the actual department and clinical scope, including exclusions and possible additional charges.

Can the hospital bill my insurer directly?

Only if the hospital and insurer confirm that arrangement for your policy and care. The reported count of 86 insurer-connected institutions does not establish your coverage or waive pre-authorisation, deductibles or exclusions.
